The Quality Evaluator: Guidance to Value-based Evaluation was designed to support Galleries, Libraries, Archives and Museums (GLAMs), and beyond, in fulfilling their cultural and societal missions, addressing a common gap in traditional impact assessments that often overlook the qualitative values underpinning cultural and participatory organisations.

Instead of focusing only on outputs or numbers, the tool helps reflect on how value is created, shared, and sustained, while supporting organisations in clarifying their mission, identifying value gaps, and strengthening partnerships.
